Jackie obtained her Doctorate of Laws at the University of Malta in 1999 after submission of her thesis entitled “The Law of Copyright in the Entertainment Business”. She commenced her career as a litigation lawyer, gaining extensive experience in civil, commercial and insurance litigation, whilst retaining a substantial practice in intellectual property matters, particularly relating to issues of information technology.

In 2005, Jackie proceeded to pursue her studies at Queen Mary, University of London, in the areas of Communications Law, Computer Law and Competition Law.

Since then, Jackie has been advising clients on all legal matters relating to information technology including communications law, broadcasting, malta data protection, intellectual property, electronic commerce, remote gaming and internet related issues.

Until 2010, Jackie was also engaged as Senior Legal Advisor and Manager at the Malta Communications Authority, which position further solidified her experience within the telecommunications sector. Within this role, she was highly involved in policy planning and implementation of issues including next generation networks, spectrum management, redundancy of international connectivity, access and interconnection, MVNOs and competition related matters.

During this period, she has also advised and drafted legislation for other Commonwealth countries in the field of telecommunications and related issues, and has organised a number of training workshops within the same themes.

Jackie has carried out a number of speaking engagements relating to telecommunications, competition law and copyright law. Her publications include the widely-quoted “Web 2.0 and User-Generated Content: legal challenges in the new frontier” (Journal of Information, Law and Technology (JILT)).

Jackie is a member of the Chamber of Advocates.
